Role summary

The Natural Resources Program Manager oversees shoreline management and real estate programs for the Hartwell Project. This role involves recommending approvals for real estate activities, planning and directing complex natural resource programs, and coordinating with community stakeholders. The manager will also plan public involvement, establish land and water patrols for compliance and security, and supervise all personnel involved in land and water management. Additionally, the position requires developing and recommending management schedules, program revisions, and executing budgets for the environmental stewardship business line. A Bachelor's degree in a relevant scientific field or a combination of education and specialized experience is required.

Duties

  • Oversees the shoreline management and real estate programs for the Hartwell Project.
  • Recommend approval or disapproval for proposed real estate activities or developments in marinas, parks, wildlife management areas, utility corridors, etc.
  • Plans, coordinates, and directs the execution of complex natural resource programs to include shoreline management and lease administration activities, coordinating closely with community stakeholders.
  • Plan and conduct public involvement to obtain input on shoreline management programs.
  • Establish and manage continuing program of land and water patrols and inspections to prevent unauthorized use, trespass, or destruction of property, and ensure visitor compliance with usage and rules and regulations.
  • Supervise all personnel engaged in the management, operation, and maintenance of lands and waters.
  • Develops and recommends annual management, operations and management schedules, and revisions of programs as conditions require.
  • Responsible for developing and executing budgets for the project's environmental stewardship business line.

Minimum Education Requirement:A. Degree:
Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience:
Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Specialized experience is experience which includes; Providing guidance and directing complex natural resource and recreation programs; assisting in the development of natural resource protection programs such as fish and wildlife management, forestry and vegetation management and fire protection; and assisting in the management of shorelines and lease administration activity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
