WHO ARE WE

The Texas Department of Agriculture’s Food and Nutrition Division administers 12 federal child and special nutrition programs and more than $2.5 billion in federal money annually. These programs aim to reduce hunger, encourage strong nutrition, and support local economies across Texas.

WHAT YOU’LL DO

The Data Analyst will refine datasets and perform moderately complex data analysis and research for the Business Management section within the Texas Department of Agriculture (TDA) Food and Nutrition (F&N) division. You will conduct detailed analysis and extensive research on data and provide results in various formats; monitor and implement measures to ensure data quality; and utilize standard statistical tools, methods, and techniques to translate data into actionable insights using data visualization software. You will work under general supervision with limited latitude for the use of initiative and independent judgment.

PRIMARY RESPONSIBILITIES

Compile, manipulate, and/or query data reports to create precise data sets using standard evaluation tools, methods, and techniques to translate data into actionable insights using data visualization software.

Analyze, summarize, and present quantitative and qualitative data reports clearly and appropriately for a wide variety of customer and business needs. Prepares concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions.

Develop and present reports, dashboards, and interactive visualizations using various components of data visualization software. Participate in system administration, monitoring, and upgrades of data visualization tools.

Consult with internal and external customers to identify and translate user needs and validate data requirements.

Conduct quality assurance to ensure data accuracy and integrity. Recommend and implement data quality practices to address the root cause of repeated inaccuracies and/or gaps, collaborating with division staff as needed.

Provide technical assistance and training to internal and external customers to support the understanding and use of division data, reports, tools, and other assets.

Develop, maintain, and enhance tools, maps, reports, and/or data documentation by analyzing databases, data sources, and structures for the benefit of internal, external, and public customers, as assigned.

Assist in defining, developing, and implementing data standards.

Follow all TDA policies and procedures.

Perform other duties as assigned.

Qualifications

QUALIFICATIONS/REQUIREMENTS FOR THE POSITION *(**To be considered for the position, applicants must submit a State of Texas Application through CAPPS or WIT – experience listed on the application and/or resume must state how each of the following qualifications are met).*

Bachelor’s degree with major course work in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, or economics.

Three (3) years of work experience in data analysis, research, compilation, and/or report writing and design.

Experience with SQL, Microsoft Excel, Access, Tableau, Microsoft Power BI, and/or data analytics software or related.

PREFERRED:

Work experience with Smartsheet.

Work experience with a state or federal agency.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of statistics and analyzing data sets; of running queries, report writing, and presenting findings; of record keeping, including security procedures for handling, protecting, and distributing confidential data; and of data models, database design development, data mining, and segmentation techniques.

Skill in the use of a computer and applicable software; in conducting data searches; in evaluating and translating large amounts of data; in critical thinking; providing customer service excellence to both internal and external customers; and in analyzing problems and devising effective solutions.

Ability to compile, review, and analyze data; to prepare reports; to maintain accuracy and attention to detail; to communicate effectively, both orally and in writing; and to exercise sound judgement and discretion.

PHYSICAL REQUIREMENTS & WORKING CONDITIONS

Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping, and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Must be able to work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel, occasionally overnight (up to 5%).

TELEWORK & WORK HOURS

The agency does not offer telework. TDA employees are required to be physically present for work.

*The agency’s core business hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday. TDA also provides limited customer service between 6:00-8:00 a.m. and 5:00-6:00 p.m.*
