The Transportation Program Manager 1, within the Data Management Section, is responsible for managing the Right of Way Software on the OnBase platform. This role serves as a key liaison between the Central Office and Districts, addressing software use and issues, and analyzing performance metrics. The position also oversees HUB transactions for RW phases, including authorizations, date changes, supplements, and closings. Additional duties involve deed records, RW plan research, and cemetery relocation. A Bachelor's degree or equivalent experience is required, along with two years of professional, administrative, technical, or supervisory experience. A valid driver's license is also necessary.

The Transportation Program Manager 1, in the Data Management Section, will manage and facilitate the critical functions of the Right of Way Software in the OnBase platform and act as a liaison between Central Office and the Districts for all aspects of the software, its use, and any issues that may arise. This position will also analyze use and performance metrics within the software. The selected applicant will also manage all transactions in the HUB for RW phases - authorizations, date changes, supplements, and closings. Additional functions of this section include deed records, RW plan research, cemetery relocation, and other duties as assigned.Pay Grade 15T0416N
EXAMPLE OF DUTIES
- Assess key demographic areas for our clients’ businesses and determine their needs from a practical standpoint.• Create program initiatives.• Allocate and control company resources as they relate to individual programs, as well as the departmental budget.• Establish overall performance standards for programs, program supervisors, and their teams.• Acts as a liaison between district or division personnel on various projects.• May assign team members or other staff to various tasks or phases of work in the life cycle of multiple programs.• Track performance of members of various teams or groups to assess compliance with budgetary, time, and other requirements.• Purchase or request or work with managers to purchase or request needed supplies, equipment, or services within budgets or limits set by upper-level management or the organization.• Review the work product of teams for compliance with organizational objectives and goals.• Report progress of work, goals, problems, and other issues to supervisors, upper-level management, or boards of directors or committees responsible for oversight.• Review news, regulations, and updates related to the organization’s products, services, or programs• Formulate and implement plans for recovery, alteration of work, or otherwise handling emergencies, disruptions of programs, production, or project schedules, and unanticipated events.• Take ownership of program development, planning, and execution.• Develop and control program budget.• Identify funding opportunities and build relationships with executives.• Manage timely completion of program deliverables.• Ensure quality (fit for purpose) and accuracy of program work outcomes.• Manage program risk.• Provide quick resolution for problems and roadblocks.• Develop and maintain a program schedule with milestones.• Report program status, including progress, productivity, risk, and quality metrics.• Travel may be required; therefore, a valid driver’s license is required.
SUPPLEMENTAL INFORMATION
REQUIRED TRAINING/EDUCATION • Bachelor's degree from a regionally accredited college or university.• Substitution: Four (4) years of full-time or equivalent part-time paid experience in a professional, administrative, technical, or supervisory position may substitute for the required training/education on a year-for-year basis, through an established formula.REQUIRED EXPERIENCE • Two (2) years of full-time or equivalent part-time paid experience in a professional, administrative, technical, or supervisory position.• Substitution: Successful completion of graduate coursework from a regionally accredited college or university may substitute for the required experience on a year-for-year basis, through an established formula.
