Role summary

\*\*Disclaimer-if the position is filled after July 1, 2026, then the job opportunity will not be in the classified service \*\*The Transportation Environmental Resources Program Manager 1 in this position will report to the Archaeology and Historic Preservation Section of the Engineering Division in Kanawha County. The candidate should meet The Secretary of the Interior Standards and Guidelines for Archaeology and Historic Preservation. The candidate should have experience in Phase I-III investigations, GIS, and specialized artifact analysis (lithic/ceramic/osteological). Well-versed in NAGPRA, tribal consultation, and cultural landscape assessment. The selected candidate will provide technical, non-regulatory guidance for identifying, evaluating, and managing archaeological resources. Key principles include organizing research around "historic contexts" (themes, places, times), using explicit study methods, and ensuring work is conducted by professionals in archaeology or anthropology, along with relevant field experience. EXAMPLE OF DUTIES

  • Administers an environmental program of the state consistent with state policy and accepted principles.• Staffs the organizational unit to effect orderly, efficient, and economical operations.• Recommends and assists in the preparation of legislation and administrative procedures as necessary to maintain conservation activities consistent with current needs and circumstances.• Delivers speeches, writes articles, and disseminates other informational materials to explain conservation principles and acquaint public and private organizations with the mission, policies, and regulations. Details impact on activities and encourages cooperation and support.• Assists with the preparation of budget and/or grant documents covering staff and equipment needs and approves expenditures.• Attends meetings, seminars, and symposia to maintain knowledge of scientific and professional advancements in the area of assignment.• Plans, organizes, implements, monitors, and controls activities of professional or scientific staff.• Coordinates plans and programs of the section with functions and services of other divisions, offices, and activities of local, state, interstate, and federal government entities, and interested parties, and seeks agreement to resolve problems and/or establish common goals.• Testifies at legislative, judicial, or public hearings on behalf of the agency or as a subject-matter expert.• Negotiates the utilization of resources consistent with public interest.• Modifies or recommends action to revoke or suspend operational licenses or permits and may seek injunction or civil action against violators.• Researches new procedures and directs scientific investigations to develop plans and recommendations for development, improvement, protection, preservation, regulation, and use of natural resources based on predicted outcomes.• Prepares studies including descriptions of status, current practices, mitigation procedures, and progress reports regarding resource conservation, utilization, and recovery.• Recommends standards for resource depletion.• Develops and implements informational plans to advertise, promote, and publicize state natural resources and conservation, preservation, use, and husbandry activities consistent with the state plan.• Travel may be required; therefore, a valid driver’s license is required.

SUPPLEMENTAL INFORMATION
REQUIRED TRAINING/EDUCATION Bachelor’s degree from a regionally accredited college or university with a major in environmental studies, geography, archaeology, natural science, geology, biology, chemistry, physics, engineering/engineering technology, or a related field.Substitution: Full-time or equivalent part-time paid professional experience in reviewing and evaluating statistical data, planning, personnel management, program management, or developing policies may substitute for the required training/education through an established formula.REQUIRED EXPERIENCESix (6) years of full-time or equivalent part-time paid professional experience in reviewing and evaluating statistical data, planning, personnel management, program management, or developing policies; two (2) years of supervisory experience in the above areas are required.Substitution: Successful completion of graduate coursework from a regionally accredited college or university with a major in environmental studies, geography, archaeology, natural science, geology, biology, chemistry, physics, engineering/engineering technology, or a related field, may substitute for two (2) years of the required non-supervisory experience through an established formula. Promotional Only: Two (2) years as a Transportation Environmental Resources Specialist Senior.
