Program Manager - Youth Build
Role summary
Youth Development, Inc. is seeking a Program Manager for its Youth Build program. This role, reporting to the Associate Director or Vice-President, is responsible for the development, coordination, and operational supervision of program services. Key duties include ensuring contract compliance, managing staff performance through evaluations and goal setting, maintaining program budgets, and overseeing data tracking and reporting. The position requires a Bachelor's degree in a social science, education, or related field, or equivalent experience, with a minimum of three years in program operations and one year of supervisory experience. Strong knowledge of community resources for youth and excellent relationship-building skills are essential.

PROGRAM MANAGER - Youth Build:
Under the direct supervision of the Associate Director or Vice-President, is responsible for developing, coordinating, and conducting supervision of operations of programs.
MINIMUM QUALIFICATIONS:
Bachelor’s degree in social science, education, or related field.

) years of experience or any combination of education and experience to equal 9 years. which directly reflects background in the areas described under duties including (1) year of demonstrated supervisory experience.
- Extensive knowledge of community resources and the needs of youth.
- The ability to establish strong working relationships with the public, especially with community agencies.
- Ability to provide public speaking, staff training and community presentation services.
- Ability to exhibit emotional maturity and good judgment, to include high standards of morals and speech.
- Must be dependable and flexible with regard to working hours.
- Must be able to follow and carry out written and oral instructions quickly and accurately.
- Must be able to use discretion in all facets of work-related situations.
Direct work experience in the areas described under duties will qualify for the required education.
EXAMPLES OF DUTIES & RESPONSIBILITIES (Not Inclusive):
- Works directly with the Vice-President to develop, coordinate and conduct implement services per contract.
- Ensure effective program delivery by developing a service plan that meets all contract requirements and scope of work and provides services aligned to the mission of YDI.
- Familiarize with the YDI Personnel Policy Handbook for adequate and compliant supervision of staff assigned.
- Responsible for daily operation of the program coordinating staff schedules and ensuring delivery of services.
- Assist in the interviewing and selection of staff for vacant positions.
- Onboard new staff utilizing the established procedure, completing Department Orientation form, and submitting to HR within 2 weeks of start date.
- Complete employee evaluations at 30-, 60-, and 90-day intervals documenting the 30 and 60 day and completing the Employee Performance & Development Plan for the 90-day review and submitting to supervisor for review and submission.
- Complete annual evaluations for all employees utilizing the Employee Performance & Development Plan providing necessary employee assistance, guidance and improvement recommendations, as needed, and submitting them to supervisor for review and submission.
- Develop training and performance goals with assigned staff to assist with professional development and compliance with contract goals.
- Provide adequate supervision of staff that provides consistent communication, support, mentoring and accountability.
- Ensure eligibility of all participants by approving all files before services are delivered.
- Establish monthly benchmarks for each member of staff on their performance plan in accordance to contract deliverables.
- Evaluate performance goals monthly and implement an accountability system for non-compliance and a reward system for those staff meeting/exceeding monthly goals.
- Maintain an efficient internal tracking system that provides real-time data on referrals, enrollments, services and outcomes.
- Schedule weekly supervisions with staff to review performance and address deficient maintaining a system of documentation.
- Collaborate with social service agencies, and other youth service agencies, and government entities to develop partnerships for program operation, development, and enhancement.
- Coordinate with other YDI Programs to ensure continuity of services.
- Represent YDI and program at all community meetings and participate in committees and/or taskforces to promote and/or plan youth activities and generate referrals.
- Develop presentation materials for meetings or outreach events and work with Director on outreach materials for the program.
- Review performance outcomes monthly by generating reports and working with staff to address deficient areas in a timely manner to meet and/or exceed performance outcomes.
- Provide program reports to the Associate Director or Vice President as needed.
- Will work directly with the Associate Director or Vice-President in formulating policies and procedures according to the requirements set by the department.
- Will be responsible to oversee and monitor case records and implement the use of the record keeping system by staff.
- Attend budget meetings as scheduled by Vice-President and remain abreast of program budget throughout the year to authorize expenditures in compliance with budget.
- Complete all purchasing according to program needs and in compliance with budget utilizing the YDI electronic purchasing system.
- If assigned an agency credit card, will comply with the credit card policy and submit all receipts via the required system in a timely manner.
- Maintain Inventory list of all equipment purchased by the program.
- Approve and submit staff timesheets on time and adhere to YDI policies when approving leave and other scheduling requests.
- Approval staff mileage requests ensuring travel is for business-related travel and within the monthly maximum cap per position.
- Will recommend, plan and/or conduct in-service training for program staff in conjunction with the Vice-President.
- Attend all required training sessions and meetings.
- Complete 24 hours of training each program year related to position for continued knowledge and professional development.
- In conjunction with the Vice-President, will identify possible funding sources and write proposals for grants to secure funding for the component.

JOB CHARACTERISTICS/PHYSICAL DEMANDS:
This position is exempt from the overtime provisions of the Fair Labor Standards Act.This is a professional position which requires organizational and communication skills, as well as judgment, tact and diplomacy in contacts with YDI employees, community residents, parents and local government agencies.Strict adherence is required to all regulation concerning confidentiality.
Good general health.
Background investigation to include fingerprinting will be required.
TB Skin Test and Physical may be required every two years.
Frequent travel is required by employee(s) and proof of satisfactory car insurance is required.
