Job Summary: The Program Manager is responsible for overseeing housing programs and supportive services for youth and families experiencing homelessness. This role includes staff supervision, program operations, housing placement coordination, landlord engagement, and compliance with multiple HUD-funded grants. Program operations include case management leading to independent living, mental health, life skills, employment and stability. The Program Manager ensures high-quality, client-centered services while maintaining strong community partnerships and regulatory compliance.
Key Responsibilities:
Program Leadership & Operations
- Supervise and support a team of case managers and peer support professionals, including training, coaching, and performance management
- Oversee daily operations of an emergency shelter and a nine-unit transitional housing facility and the case management of 70 additional youth in scattered site housing
- Ensure delivery of trauma-informed, client-centered services that promote long-term housing stability
- Assist in recruiting, onboarding, and retaining program staff
- Participate in referral intake interviews alongside case management staff
Housing Navigation & Client Support
- Oversee and support placement of youth and families into scattered-site housing throughout the community
- Review housing options with young adults and assist with identifying appropriate placements
- Assist clients in searching for housing, including touring units and coordinating move-ins and move-outs
- Support clients in applying for housing vouchers and completing required documentation
- Attend housing application meetings with clients as needed
- Host Housing 101 orientations to educate clients on tenancy, expectations, and success in housing
- Review and sign leases and landlord agreements with clients
Landlord Engagement & Community Partnerships
- Develop and maintain relationships with landlords and property management companies throughout the community
- Work with landlords to reduce barriers and create incentives for continued partnership
- Provide landlord training on best practices for working with youth and vulnerable populations
- Build and maintain partnerships with external organizations to expand housing opportunities, furniture and household supplies, and supportive services
Compliance, Inspections & Housing Standards
- Maintain working knowledge of landlord/tenant laws, eviction processes, and court procedures
- Verify Fair Market Rent (FMR) and rent reasonableness for all units
- Conduct Housing Quality Standards (HQS) inspections to ensure units meet HUD requirements
- Review leases monthly to track timelines, client progress, and rent payment compliance, including communication with landlords
Data Management & Grant Compliance
- Manage and oversee compliance for multiple HUD and other housing grants
- Maintain accurate federal HMIS data and reporting systems for all housing clients
- Ensure all client files, intake documentation, and records are complete, accurate, and properly organized (digital and hard copy)
- Maintain housing spreadsheets and tracking tools for various grant programs
- Manage the Single Point of Entry referral process, including verification, documentation, and communication with partner agencies
Qualifications:
- Bachelor’s degree in Social Work, Human Services, Public Administration, or related field (Master’s preferred)
- Experience in program management, housing services, or homeless services
- Strong leadership and team management skills
- Extensive knowledge of HUD programs, HMIS, and housing compliance standards
- Experience working with youth or vulnerable populations strongly preferred
- Excellent organizational, communication, and problem-solving skills

Pay: $70,000.00 - $75,000.00 per year
