Director, Construction Program Manager

Duties / Responsibilities:

  • Lead and govern all back-office preconstruction programs, processes, and SOPs supporting multi-state construction operations.
  • Establish and maintain governance frameworks for project intake, design release, and preconstruction decision-making.
  • Partner with executive leadership to align preconstruction program maturity with long-term construction growth strategy.
  • Drive standardization and continuous improvement across construction planning, preconstruction, and delivery functions.
  • Direct teams responsible for project scoping, design coordination, materials planning, and permitting oversight.
  • Ensure accurate early-stage forecasting, risk assessment, and project readiness across all construction programs.
  • Oversee cross-functional coordination among engineering, design, permitting, procurement, finance, and construction teams.
  • Develop, document, and maintain enterprise-level SOPs, workflow maps, quality standards, and version control.
  • Identify process inefficiencies and implement operational improvements using Lean, Agile, or project management best practices.
  • Provide oversight and strategic input into construction systems, tools, automation, and data platforms to enhance visibility and efficiency.
  • Develop and manage KPIs, dashboards, and reporting that measures performance, cycle times, forecasting accuracy, and readiness.
  • Communicate program performance, risks, constraints, and improvement roadmaps to stakeholders while fostering a culture of accountability and data-driven execution.
  • Other duties as required or assigned.

Minimum Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

  • At least 10 years of experience in construction program/project management, construction, engineering, or related roles.
  • Deep understanding of construction workflows, cost estimating, permitting, design coordination, and construction planning.
  • Experience developing enterprise-grade processes, SOPs, and governance models.
  • Exceptional organizational and analytical skills, demonstrated skill in requirements gathering, resource organization, and schedule development.
  • Telecommunications, fiber-optic, or utility infrastructure construction experience preferred.
  • Lean Six Sigma, PMP, or similar certifications preferred.
