Position Summary

Shermen Bank International is seeking a Chief Technology Officer (CTO) to lead the build and ongoing management of the Bank’s technology environment. As a key member of the leadership team, the CTO will play a critical role in bringing the Bank to operational readiness and ensuring a secure, scalable, and regulatory-compliant technology infrastructure.

This is a hands-on leadership role in a de novo bank environment, requiring both strategic oversight and direct execution. The CTO will oversee core systems integration, stand up the IT operating model, and build a right-sized internal team while managing key external technology partners. The role requires close collaboration with executive leadership, regulators, and vendors to ensure the Bank’s technology platform meets the highest standards of performance, security, and compliance.

Core Responsibilities

• Establish and execute comprehensive testing strategies, including defect tracking and resolution.
• Implement go-live readiness frameworks, including checklists, runbooks, and contingency planning.
• Design and implement core IT processes, including change management, incident management, asset management, access controls, and disaster recovery/business continuity (DR/BCP).
• Establish and maintain a vendor management framework aligned with banking regulatory standards (e.g., FFIEC, GLBA).
• Recruit and develop a high-performing internal IT team.
• Finalize enterprise technology components, including communications systems and end-user tools.
• Ensure successful implementation of remaining business applications and supporting systems.

Ideal Candidate Profile

• Proven experience as a senior technology leader within a regulated environment, banking preferred.
• Strong preference for experience with Jack Henry core banking systems.
• Demonstrated success leading complex, API-driven integrations and middleware environments.
• Experience building or scaling technology functions in a de novo bank, startup, or core conversion environment is highly preferred.
• Strong understanding of regulatory expectations related to bank technology, risk, and vendor management (e.g., FFIEC, GLBA).
• Cloud-first mindset; experience with Azure or similar environments is a plus.
• Ability to operate both strategically and tactically in a small, high-impact organization.
