Role summary

The State of Florida is seeking a Community Program Manager to provide high-level support to the Bureau Chief and lead a team of professional planners. This position serves as a Community Program Manager for the Bureau responsible for providing support to the Bureau Chief. Responsible for a team of professional planners and plays a leadership role in state planning initiatives including the Community Resiliency Program. This position requires the highest level of planning expertise and significant supervisory and/or project management experience.

Responsibilities

  • Administers review of local comprehensive plans and plan amendments for any impacts to important state resources and facilities and other documents submitted to the Department under Chapter 163, Florida Statutes. Provides expert guidance on the content of plans, plan amendments, planning principles and legal requirements. Ensures interagency coordination during the review process. Responsible for timely completion of review products.
  • Administers review applications for development approval, notices of proposed changes, development orders, binding letters, agreements, and other documents submitted to the Department under Chapter 380, Florida Statutes and implement rules. Provides expert guidance on the content of Development Regional Impact (DRI) applications and development orders, regional impacts and mitigation and legal requirements. Ensures interagency coordination during the review process. Responsible for timely completion of review products.
  • Directly supervises and directs a team of planners in implementing the unit’s programmatic responsibilities. Develops and implements training and mentoring programs, promotes staff career development, and implements all performance evaluation functions. Recruits, interviews, and make recommendations for hiring all positions within the team.
  • Communicates with planning analysts, offers training and guidance regarding staff development and work program priorities.
  • Directly supervises staff responsible for review of Homeowners Association Revitalization packages for compliance with Section 720.403-720.407, F.S.
  • Oversees the work of the planning analysts, providing direction with land development regulations, comprehensive plans, and DRIs.
  • Develops technical assistance strategies and directs and provides technical assistance to local governments and communities on planning issues.
  • Prepares or oversees preparation of scopes of work for Community Planning Technical Assistance Grants and coordinates with grantees and Department staff as needed to finalize scopes of work.
  • Independently analyzes and prepares special work projects as assigned.
  • Plays a leadership role in organizing and completing state planning initiatives.
  • Represents the Department at local public hearings and meetings, local and state committees and with various interest groups. Serves as expert witness on critical legal cases.
  • Assists the Bureau Chief in coordination of the Department’s programs.
  • Performs other management and administrative tasks as assigned.
