Instructional Design Lead
to be a key resource on a technical services team.

Work Location:

100% Remote.

Responsibilities

Texas Education Agency (TEA) is seeking one Instructor Training / Instructional Design Lead to support the AI & Emerging Technology workstream by designing and developing a comprehensive AI and automation literacy program for agency staff. The worker will build and organize this training in an online platform and develop web-based learning assets, instructor-led materials, facilitator supports, and reusable training content that TEA can sustain after the engagement ends. Duties include developing an AI and automation literacy scope and sequence; creating mandatory training modules covering responsible use, unacceptable use, TEA policy alignment, and Microsoft Copilot fundamentals; developing optional advanced modules on topics such as prompting, automation concepts, Copilot agents, Power BI, and related approved tools; producing learning objectives, instructional outlines, facilitator materials, and training aids; recommending assessment and completion-tracking approaches; and creating sustainment documentation so TEA staff can maintain and evolve the training program after contract completion. The goal of this work is for TEA staff to understand the fundamentals of using AI in their work and to use approved AI and automation tools responsibly, consistently, and effectively, with the goal that TEA staff can confidently use these tools in support of agency work. All work must align with TEA policy, governance, privacy, security, and Microsoft-first tooling expectations.

  • Demonstrated experience designing and developing technical training curricula for adult learners in an enterprise, government, or similarly complex organizational environment.
  • Demonstrated experience building training in an online platform, including development of web-based courses, digital learning assets, and reusable instructional materials.
  • Experience with learning management systems (LMS) and e-learning authoring tools is strongly preferred.
  • Demonstrated ability to translate complex technical and policy concepts into clear, practical training for technical and non-technical audiences.
  • Experience developing learning content related to AI literacy, automation, responsible use, governance, privacy, security, or policy-aligned technology adoption is strongly preferred.
  • Experience with Microsoft-first productivity and automation tools, including Microsoft Copilot, Power Automate, and related approved tools including those within Power Platform, is strongly preferred

Qualifications

Minimum Requirements:

5 years of:

  • Designing, developing, and implementing training curricula
  • Conducting technical or systems-related training, including software, operational procedures, or related technical
  • Developing web-based and instructor-led training materials, job aids, videos, or comparable learning assets

3 years of:

  • Experience building training in an online platform, including web-based modules, e-learning content, or LMS-based
  • Translating technical information into clear training content for technical and non-technical audiences

2 years of:

  • Designing training related to policy, responsible use, privacy, security, or governance-aligned technology adoption
  • Experience supporting Microsoft-based productivity or cloud technology training environments

Preferred:

1 year of:

  • Experience developing AI literacy, automation, digital enablement, or technical adoption training
  • Experience with Microsoft Copilot, Power Automate, Power BI, Power Query, or related approved Microsoft tools
  • Experience creating role-based learning pathways, office hours, or sustainment materials rather than one-time training
  • Public-sector or education-agency experience preferred
  • Experience designing training that helps staff build foundational understanding and practical confidence using AI
