Role summary
AlphaGov seeks experienced, project-based Utility Rate Consultants for remote engagements. You will lead cost-of-service and rate design studies for public sector utilities (water, wastewater, stormwater, electric). Responsibilities include building financial models, analyzing costs, designing rate structures, testing bill impacts, and presenting recommendations to governing bodies. This role requires at least 5 years of relevant experience, strong Excel skills, and comfort with 1099 consulting.
AlphaGov delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans classification and compensation, organizational and operational studies, research and program evaluation, economic and workforce analysis, surveys and community research, and applied data and infrastructure research.
We engage experienced practitioners as project-based collaborators. Engagements are remote-first with occasional client travel. When you authorize it, AlphaGov may name you as an expert collaborator or key personnel on proposals that match your expertise. We build ready teams for live pursuits - not speculative staffing banks.
AlphaGov is building a bench of utility rate consultants for water, wastewater, stormwater, and electric utilities run by cities, counties, and special districts. You would lead cost-of-service and rate design studies that keep utilities financially sound and rates defensible.
We confirm scope, schedule, and fee with you before any engagement begins.

- Prepare capacity and connection fee and system development charge analyses
- Test customer bill impacts and affordability options
