Job Overview:

APTIM is seeking an Environmental Scientist or Engineer with an air quality engineering background and 7–10 years of experience in air permitting and regulatory compliance. This position provides technical, permitting, and compliance support for a variety of emission sources, including landfill gas facilities.

The successful candidate will evaluate regulatory requirements, prepare permit applications and compliance reports, perform technical analyses, and develop practical solutions for clients. The role also supports business development through client relationship management and preparation of proposals, scopes of work, cost estimates, and technical approaches.

Key Responsibilities/Accountabilities:

  • Prepare air permit applications and supporting documentation for major sources, Title V, Prevention of Significant Deterioration (PSD), synthetic minor, and minor sources, including permit modifications, renewals, and amendments.
  • Develop emission calculations and inventories for criteria pollutants, hazardous air pollutants, and greenhouse gases using client data, independent research, and applicable calculation methods.
  • Evaluate regulatory applicability, including New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAP), and New Source Review (NSR)/PSD requirements.
  • Interpret permit conditions and prepare compliance demonstrations, certifications, regulatory correspondence, and responses to agency inquiries.
  • Support environmental compliance for landfill gas facilities, including regulatory reporting, greenhouse gas reporting, Climate Leadership and Community Protection Act (CLCPA)-related obligations, and enforcement-related inquiries.
  • Provide continuity of permitting and compliance support during transitions in regulatory responsibilities.
  • Collect, interpret, and evaluate scientific and technical data using environmental databases, software, and emissions models to assess air quality and health risk impacts.
  • Perform technical and quality assurance/quality control (QA/QC) reviews of permit applications, emission inventories, compliance reports, technical memoranda, greenhouse gas submissions, and air dispersion modeling analyses.
  • Review stack testing protocols and reports and evaluate environmental monitoring, sampling, and testing programs.
  • Build and maintain client relationships, communicate technical findings, and recommend solutions to permitting and compliance challenges.
  • Evaluate proposed client projects to identify potential environmental impacts and permitting needs.
  • Support new business opportunities with existing and prospective clients by developing proposals, scopes of work, cost estimates, and technical approaches.
  • Support other environmental projects outside air quality as needed.

Basic Qualifications:

  • Degree in Environmental Engineering, Environmental Science, Chemical Engineering, Meteorology, or Physics.
  • 7–10 years of relevant experience in air permitting and compliance, including minor source and Title V permitting.
  • Demonstrated knowledge of U.S. Environmental Protection Agency (EPA) air quality regulations, including NSPS and NESHAP.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Strong written and verbal communication skills, including the ability to explain technical information clearly.
  • Ability to work independently and collaboratively in a team environment.
  • Strong attention to detail and organizational skills, with the ability to manage multiple projects and meet deadlines.
  • Valid driver’s license and a driving record in good standing.

Desired/Preferred Qualifications:

  • Experience performing mass flow, heat input, and emissions calculations.
  • Experience supporting municipal solid waste facilities, landfill gas collection systems, renewable natural gas (RNG) processes, flares, or similar environmental systems.
  • Experience with air permitting for generators.
  • Knowledge of Pennsylvania air quality regulations and Pennsylvania Department of Environmental Protection (PADEP) permitting processes.
  • Experience using PADEP systems, including GreenPort, AESOnline, and RFDOnline.
  • Experience with New York State Department of Environmental Conservation (NYSDEC) Air Title V permitting and regulatory submissions.
  • Familiarity with CLCPA-related requirements, greenhouse gas reporting, and environmental compliance certifications.
  • Experience preparing Best Available Control Technology (BACT) analyses.
  • Experience preparing emission inventories and Title V reports using methods consistent with applicable state and local air district requirements.
  • Experience using AERMOD air dispersion modeling software.
  • Experience reviewing stack testing protocols, test reports, and environmental monitoring or sampling programs.
  • Demonstrated ability to conduct technical QA/QC reviews, identify regulatory risks, and communicate effectively with clients and regulatory agencies.
