Role summary
ECS is seeking a proactive Oracle Cloud Infrastructure (OCI) Monitoring & Observability Engineer to remotely support mission-critical DHS systems in a Gov Cloud environment. This hands-on role focuses on designing, implementing, and automating cloud-native observability, performance telemetry, and security posture monitoring. Responsibilities include building the enterprise monitoring fabric, deploying APM, ensuring cross-region resilience, tracking disaster recovery health, monitoring databases and security posture, automating patching and vulnerability assessments, and providing incident response and compliance support aligned with FedRAMP and NIST standards. The engineer will also integrate OCI telemetry into external platforms like Splunk and Dynatrace.
Overview
ECS is seeking an Oracle Cloud Infrastructure (OCI) Monitoring & Observability Engineer to work remotely.
ECS is seeking a proactive Oracle Cloud Infrastructure (OCI) Monitoring & Observability Engineer to support high-consequence, mission-critical DHS systems. This role is designed for a hands-on technical expert who excels in the day-to-day design, implementation, and automation of cloud-native observability, performance telemetry, and security posture monitoring across Gov Cloud environments.
This role is the primary custodian of system visibility, ensuring end-to-end monitoring of production workloads, tracking disaster recovery and replication health between Ashburn and Phoenix, and building a highly resilient monitoring plane that survives regional failures. Responsibilities also include proactively detecting performance regressions across the database and application stack, executing infrastructure-as-code automation, and maintaining strict compliance with federal continuous monitoring and FedRAMP security standards.
Responsibilities of this role include:
- Observability Architecture: Build and administer the enterprise monitoring fabric using the Observability Management Platform, OCI Monitoring (MQL), Alarms, Notifications, Events, Logging, and Logging Analytics (confirming service parity in OC2).
- Application Performance Monitoring: Deploy the APM Service to trace distributed transactions, synthetic end-user journeys, and microservice latencies across containerized and cloud-native applications.
- Cross-Region Resilience: Architect and maintain redundant monitoring planes across Ashburn and Phoenix regions, ensuring alarms, telemetry streams, and dashboards operate independently if either region suffers an outage.
- Disaster Recovery Health: Continuously track replication lag across Oracle Data Guard, Object Storage cross-region replication, and Block Volume replicas, automatically reporting on standby readiness and failover test metrics.
- Database Fleet Monitoring: Implement Database Management and Ops Insights across Exadata, Base DB Systems, and Autonomous Databases to detect SQL bottlenecks, assess CPU/I/O saturation, and forecast capacity growth.
- Security Posture & Drift: Monitor compliance guardrails using Cloudguard and Security zones; track and audit access policies, dynamic groups, and identity domain federation via IAM.
- Vulnerability & Host Hygiene: Automate Linux and Windows kernel patching, CVE tracking, and package compliance with OS Management Hub; schedule host and image vulnerability assessments using Vulnerability Scanning.
- Perimeter & API Observability: Ingest telemetry and Layer 7 inspect logs from Network Firewall; correlate perimeter traffic with Threat Intelligence feeds; monitor latency, rate limits, and throttling on API Management gateways.
- Data Protection & Key Governance: Instrument Data Safe to monitor sensitive data discovery, database masking, and user risk scores; audit cryptographic lifecycle events and secret usage through Key Management.
- Alert Quality & SLOs: Establish SLIs, SLOs, and multi-tier severity routing; lead bi-weekly alert noise reduction reviews, ensuring every firing alert correlates directly with actionable operational context.
- Infrastructure as Code: Write Python automation leveraging the OCI SDK / Cloud Shell and Terraform / OCI Resource Manager to deploy monitoring configurations, dashboards, and drift detection inventory scripts as code.
- Incident Response & Runbooks: Provide Tier-3 incident triage, metric/log correlation, and root cause analysis (RCA); author and maintain standardized operational runbooks for every page-worthy alert.
- Compliance & ATO Support: Maintain continuous monitoring reporting and audit log retention aligned with FedRAMP High and NIST SP 800-53 Rev. 5 controls (AU, SI, CA, and IR families) to support ongoing DHS authorizations to operate (ATO).
- External Tool Integrations: Ingest and correlate OCI telemetry into enterprise monitoring platforms such as Splunk and Dynatrace, building unified executive and operational dashboards.
Salary Range: $140,000 - $185,000
