DevOps Engineer

About the Company

We are seeking a DevOps Technical Lead to support the setup, migration, and operations of Center for Medicare and Medicaid Service (CMS) applications transitioning from on-premises environments to AWS.

About the Role

This role operates under the guidance of the Senior Cloud/Enterprise Architect and is responsible for executing cloud architecture, implementing DevSecOps pipelines, and ensuring reliable day-to-day operations in a CMS-compliant AWS environment. The ideal candidate is a hands-on technical leader who can translate architectural designs into secure, scalable, and operational systems aligned with CMS Enterprise Cloud (CEC), FISMA, and FedRAMP requirements.

Responsibilities

Architecture Execution & Implementation

• Implement AWS architectures defined by the Senior Architect
• Translate high-level designs into deployable infrastructure and configurations
• Provide feedback to architecture team based on implementation constraints and performance

AWS Environment Setup (CMS-Aligned)

• Provision AWS infrastructure aligned with CMS Enterprise Cloud (CEC) standards
• Configure VPCs, IAM roles, security groups, and network controls per architecture guidance
• Support setup of Dev/Test/Stage/Prod environments with proper governance

On-Prem to AWS Migration Execution

• Execute migration plans for applications moving from on-premises to AWS
• Implement migration strategies including:
• Lift-and-shift (rehosting)
• Re-platforming to AWS-managed services
• Build and run data migration pipelines ensuring integrity and security
• Support cutover, validation, and rollback activities

CI/CD & DevSecOps Implementation

• Build and maintain CI/CD pipelines aligned with architectural standards
• Implement Infrastructure as Code (IaC) using Terraform, CloudFormation, or AWS CDK
• Integrate security and compliance checks into pipelines

Operations & Environment Management

• Support ongoing operations of CMS AWS environments post-migration
• Monitor systems using CloudWatch, ELK, Prometheus, or similar tools
• Perform troubleshooting, incident response, and performance tuning
• Ensure availability, reliability, and operational stability

Security & Compliance Support

• Implement controls required for:
• FISMA Moderate/High
• FedRAMP
• CMS ARS
• Support ATO documentation, security scans, and audit readiness
• Ensure continuous monitoring and remediation of vulnerabilities

Team Collaboration

• Work closely with the Senior Architect, developers, QA, and security teams
• Mentor junior engineers and promote DevOps best practices
• Support Agile delivery and sprint execution

Qualifications

• Bachelor’s degree in Computer Science, Engineering, or related field
• 8–10+ years of experience in software engineering / DevOps
• 4+ years of experience with AWS cloud environments
• Hands-on experience executing on-premises to AWS migrations
• Experience supporting federal or healthcare systems (preferred CMS)

Required Skills

• AWS services (EC2, S3, RDS, VPC, IAM, CloudWatch)
• Migration tools (AWS Application Migration Service, DMS, etc.)
• CI/CD tools (Jenkins, GitLab, AWS CodePipeline)
• Infrastructure as Code (Terraform, CloudFormation)
• Containers (Docker, Kubernetes/EKS – preferred)
• Scripting (Python, Bash)

Preferred Skills

• Experience with CMS Enterprise Cloud (CEC)
• Familiarity with ATO processes and federal security compliance
• Experience with healthcare data systems or CMS workloads
