A leading aerospace and defense organization seeks a Senior Manager – Program Contracts in Torrance, California. This full-time role focuses on end-to-end contract management and program execution, including strategy development, lifecycle management, change control, proposal support, compliance, and customer interaction. The ideal candidate will have 8+ years of government contract management experience, strong knowledge of FAR 12 & 15, and the ability to operate independently. Preferred qualifications include defense/aerospace experience, a relevant degree, and familiarity with EVMS/EAC.

About the Role

One of our clients, a leading organization in the aerospace and defense sector, is seeking a Senior Manager – Program Contracts to support end-to-end contract management and program execution activities.

This role will work closely with program leadership to manage contractual operations, including change management, proposal development, compliance, and customer engagement. The position requires a strategic thinker who can operate with limited oversight while representing the organization throughout contract award and execution phases.

Key Responsibilities

  • Develop and implement contract strategies, policies, and procedures to ensure compliance with legal and organizational requirements
  • Manage contract lifecycle activities, including planning, tracking, and contractual correspondence
  • Review, interpret, and analyze contract terms, particularly FAR 12 and FAR 15 government contracts
  • Lead change management processes, including baseline updates and contract modifications
  • Support proposal development and submission, including pricing/fee strategies and approvals
  • Monitor contract performance and identify risks, opportunities, and areas for improvement
  • Participate in program reviews, customer meetings, and monthly reporting activities
  • Coordinate approvals for contract changes and support negotiation strategies
  • Collaborate with finance teams on funding requirements, estimates to complete (ETC), and reporting
  • Support EAC / EVMS variance analysis and corrective action initiatives
  • Partner with legal and contracts teams for terms review, compliance, and approvals
  • Lead customer-facing interactions, including funding status reporting and issue resolution
  • Drive risk and opportunity management across program lifecycle

Required Qualifications

  • 8+ years of experience in government contract management
  • Strong knowledge of FAR regulations (FAR 12 & FAR 15)
  • Experience managing contract lifecycle, change management, and proposal processes
  • Ability to operate independently and manage customer-facing responsibilities
  • Strong analytical, negotiation, and communication skills

Preferred Qualifications

  • Extensive experience in defense or aerospace contracting environments
  • Current or recent DoD Secret Clearance (ability to obtain TS/SCI preferred)
  • Bachelor’s degree in Engineering, Business, or related field
  • Master’s degree preferred
  • Proven experience in contract negotiations and dispute resolution
  • Ability to manage and track complex contractual documentation
  • Experience with EVMS, EAC, and financial contract reporting
  • Strong problem-solving skills with the ability to structure creative business solutions
