Role summary

Kalitta Air is seeking a Director of Quality Control (DQC), also known as Chief Inspector, to oversee and administer the Quality Control section. This role ensures that workmanship, materials, and methods conform to Company Standards and FAA regulations, continuously improving aircraft reliability. The DQC has the authority to remove unsafe aircraft from service and holds overall responsibility for Inspection, Maintenance Publications, Aircraft Records, CASS, Quality Assurance, Quality Control, and Maintenance Training. The position requires 10-15 years of recent Part 121 experience with 747-400 and 777 aircraft, and a minimum of 5 years in a Part 121 DQC/Chief Inspector role within the last 5 years. The DQC acts as the primary coordinator for FAA/Government activities related to maintenance and serves as the liaison between the Company and the FAA.

  • Must have held a Part 121 DQC / Chief Inspector 119 role in the last 5 years.
  • Must have the ability to shift direction in an ever-changing fast paced environment

A. ORGANIZATIONAL RELATIONSHIP

The Director of Quality Control (DQC) is employed full-time by Kalitta Air and reports directly to the Vice President of Maintenance & Engineering. In the absence of the DQC the Vice President of Maintenance & Engineering shall appoint a qualified replacement. The Director of Quality Control holds the position of Chief Inspector. The DQC must meet the requirements of 14 CFR §119.65(d) & §119.67(d).

B. BASIC FUNCTION

The development and administering of the Quality Control section in such a way that workmanship, materials used, and methods employed not only conform to Company Standards and FAA regulations, but continually improve the reliability and administration of Kalitta Air aircraft. The DQC has the authority to remove from service aircraft that he feels present a safety concern. The DQC has the overall responsibility and authority for Inspection, Maintenance Publications, Aircraft Records, CASS, Quality Assurance, Quality Control, and Maintenance Training department functions.

C. RESPONSIBILITIES

  • Is the primary coordinator for maintenance related FAA/Government activities and is responsible for compliance with maintenance requirements of applicable FAA regulations. Has the authority to remove aircraft and related components from service that do not comply with Company standards or FAA regulations.
  • Acts as liaison between the Company and the FAA regarding maintenance activities.
  • Directs the inspection of aircraft, equipment, and facilities to ensure that checks, overhauls, and maintenance are performed in accordance with Company standards and FAA requirements.
  • Maintains a high degree of independence in the enforcement of inspections and Quality Control Programs, and supports the Inspector’s decisions accordingly.
  • Overall responsibility for implementation of the Company Inspection Programs including compliance with Airworthiness Directives and the Federal Aviation Regulation requirements relating to the maintenance of aircraft.

a. Responsible for RII authorized mechanics.

  • Directs the development of and supervises the implementation of the Continuing Analysis and Surveillance System (CASS).
  • Responsible for shipping/receiving inspection requirements and assuring compliance with any policies regarding Quality Control of Kalitta Air aircraft parts.
  • Develops and secures acceptance of a program for Quality Control that assures maximum safety and reliability consistent with efficient and economical operations.
  • Ensures that appropriate technical publications are maintained, distributed, and revised according to the requirements of ongoing maintenance operations.
  • Coordinate with the Director of Maintenance to determine training needs of mechanics. (Formal, classroom, and on-the-job).

Develops and secures acceptance for standards of airworthiness, flight equipment, appearance standards, inspection procedures, and standards for the various shops, service crews, line stations, and stores.

  • Supervises compilation of all information needed for aircraft identification and certification.
  • Responsible for control and monitoring of the Company aircraft Weight and Balance program. Ensure that correct Weight and Balance records are maintained within the Aircraft Record Section.
  • Actively participates on the Minimum Equipment List (MEL) Review Board.

a. The DQC has the authority to change Deferred Maintenance Item (DMI/CDL/COI) policies and procedures in the KA GMM using the manual revision process as detailed in Section 1.1.24.

  • In the event of an incident or accident concerning aircraft or personnel, the DQC, in the absence of the Director of Maintenance shall immediately:

a. Notify the Kalitta Air President and Vice President of Maintenance & Engineering.

b. If such incident or accident causes damage to an aircraft, the aircraft should not be moved until such time as higher management is present. Whenever possible photographs shall be taken of the damaged areas.

c. The aircraft must be released by the FAA or NTSB (as appropriate) before being moved.

d. It shall be the responsibility of the DQC to notify the relevant authorities; FAA, NTSB, Airport Management, etc., should it be deemed necessary.

  • The DQC is responsible for submitting all SDR and MISR reports to comply with 14 CFR Parts 121.703 and 121.705.
  • Draft and sign changes to applicable Operations Specifications (refer to Operations Specification A007). Submit proposed changes to the FAA for approval.
  • The DQC has the overall authority to change any maintenance process described in a Kalitta Air policy and procedure manual.
  • The DQC has the overall responsibility for process quality in the areas within his organization. The DQC will ensure that personnel that are directly responsible for the quality of specific processes will perform their expected tasks and duties.
