Position Overview

We are seeking an experienced Telecom Program Manager to lead the end-to-end delivery of network communications initiatives supporting large-scale infrastructure programs. This role will be responsible for managing wireless and telecom workstreams, including cellular, mesh, carrier, and cloud interconnections, while coordinating across IT, engineering, vendors, and business stakeholders to ensure successful delivery.

Key Responsibilities

  • Lead end-to-end delivery of telecom and network communications workstreams, including planning, design, build, testing, and deployment.
  • Manage cellular, mesh, WAN/backhaul, IoT, carrier, and cloud connectivity solutions.
  • Align network solutions with enterprise architecture, including MDMS, HES, Cloud, SAP, and ADMS platforms.
  • Facilitate vendor evaluations, RFI/RFP processes, technical assessments, and solution recommendations.
  • Develop and maintain wireless and carrier service requirements across program releases.
  • Manage scope, schedule, risks, issues, dependencies, and financials to ensure successful program execution.
  • Coordinate with engineering, cybersecurity, field operations, PMO, vendors, and supply management teams.
  • Oversee vendor performance, deliverables, governance reviews, and escalation management.
  • Present recommendations and executive-level materials to support key business decisions.

Required Qualifications

  • Bachelor's Degree required.
  • 10+ years of Project/Program Management experience in telecom, networking, wireless communications, or infrastructure delivery.
  • Strong knowledge of Cellular, MESH, FAN, WAN/Backhaul, and IoT communication technologies.
  • Experience managing large cross-functional programs involving multiple vendors and system integrators.
  • Strong expertise in risk management, planning, execution, and stakeholder management.
  • Excellent communication and presentation skills for both technical and executive audiences.

Preferred Qualifications

  • Experience with 3GPP-based wireless technologies and Tier 1 wireless carriers.
  • Experience supporting AMI 1.0/AMI 2.0, Smart Grid, Utility Telecom Infrastructure, Device Management Systems, or SIM Management.

Knowledge of cybersecurity requirements for telecom and wireless communication networks. Experience with vendor selection, contract negotiations, and executive-level presentations
