Role summary

Altaya is seeking a Program Manager to oversee the development, implementation, and evaluation of Michif Programs supporting Indigenous children and youth. This role requires leading program development, supervising staff, ensuring regulatory compliance, and fostering strong relationships with funders, community partners, and Indigenous organizations. The ideal candidate will have a diploma or Bachelor's degree in a related field, 3-5 years of experience including 1 year of supervisory experience, and specific training in trauma-informed care. The Program Manager for Michif Programs will oversee the development, implementation, and evaluation of services tailored to support Michif (Métis) children and youth, ensuring that all services align with cultural values, needs, and best practices. This role will involve coordinating with the Care Circle and other key stakeholders, ensuring holistic care and support for each child and youth. The Program Manager will also build and maintain relationships with funders, community partners, and Indigenous organizations to foster strong community engagement and enhance service delivery.

Responsibilities:

Program Development and Implementation:

  • Lead the development of Michif-specific service plans, in collaboration with the child/youth and their Care Circle.
  • Coordinate the care team to ensure an integrated and holistic assessment and planning process.
  • Facilitate the development of transition plans, working with relevant experts and guardianship workers when necessary.

Supervision and Staff Support:

  • Supervise and provide guidance to Service Provider Personnel and Subcontractors, ensuring high-quality service delivery.
  • Support the implementation of strategies identified in the SHSS Service Plan for children and youth.
  • Evaluate staff performance and identify opportunities for training and development.

Policy and Procedure Development:

  • Regularly review and develop policies and procedures to meet funder standards and organizational goals.
  • Collaborate with leadership to compile comprehensive annual reports reflecting organizational progress and service effectiveness.

Stakeholder Engagement:

  • Foster communication with funders, schedule meetings, and work to improve service delivery and outcomes.
  • Liaise with government officials, community leaders, families, and professionals to promote community involvement and support for the program.
  • Build and nurture relationships with local Indigenous organizations to enhance collaboration and engagement.

Training and Development:

  • Facilitate training programs for Service Provider Personnel and Subcontractors.
  • Ensure access to supplemental services for children, youth, families, and service providers to support holistic care.

Compliance and Quality Assurance:

  • Ensure strict adherence to provincial standards, CFCSA, AOPSI, and other relevant regulations.
  • Oversee contract management, financial reporting, and lead efforts in RFP and RFQ submissions.
  • Maintain a healthy and supportive work environment for all staff.

Research and Analysis:

  • Conduct research, including jurisdictional scans and literature reviews, as directed by leadership.
  • Perform other duties as required to support the goals of the program.

Qualifications:

  • A diploma or Bachelor's degree in a related field (e.g., Social Work, Indigenous Studies, Psychology); Master’s degree preferred.
  • 3-5 years of relevant experience, including at least 1 year of supervisory or administrative experience (or an equivalent combination of education, training, and experience).
  • Specific training in trauma-informed care, behavioral modification, and attachment-based practices, particularly for children under 12.
  • Valid Class 5 Driver’s License and Standard First Aid (CPR and AED) certification.
  • Knowledge of provincial standards for residential care homes and foster homes.
  • Cultural Safety, Criminal Record Check, MCFD Prior Contact Check, and Privacy Training required.
