Role summary

BlueWater Federal is seeking an experienced Program Manager to support the NAVWAR PMW 150 Command and Control Systems Program Office. This role involves providing professional support services across program management, acquisition, contract management, and modernization functions for critical Navy and Joint C2 systems. Responsibilities include overall program planning and direction, leading contract execution, managing cost, schedule, and performance, overseeing CDRL delivery, coordinating IPTs, ensuring effective staffing, mitigating risks, and providing strategic recommendations to government leadership. The ideal candidate will have 15+ years of program management experience, a Bachelor's degree, and an active Secret clearance, with a strong understanding of DoD acquisition processes.

Overview:

BlueWater Federal is looking for a Program Manager to support the NAVWAR PMW 150 Command and Control Systems Program Office by delivering Professional Support Services (PSS) across program management, acquisition, contract management, and modernization functions.

The effort supports a diverse portfolio of Navy and Joint C2 systems, including GCCS-M, tactical data links, METOC, and CBRN capabilities critical to warfighter decision-making

Responsibilities:

  • Provide overall planning, direction, and management support for major programs, systems development efforts, or research and technology initiatives assigned under PMW 150 support activities
  • Support overall program definition, organization, and direction of short- and long-range plans
  • Lead execution of all contract requirements across Program Management, Acquisition, Contracts, and Installation support domains
  • Oversee development and delivery of all required CDRLs, including monthly status reports, eCRAFT submissions, and executive briefings
  • Manage contract performance against cost, schedule, and performance baselines
  • Direct and coordinate integrated product team (IPT) activities and cross-functional support efforts
  • Ensure effective staffing, onboarding, and retention of qualified personnel, including cleared resources
  • Identify, track, and mitigate program risks and issues; implement corrective action plans as required
  • Provide strategic recommendations to Government leadership on program execution, acquisition strategy, and process improvements

Qualifications:

  • Bachelor’s degree in Business, Engineering, Management, or related field
  • Must have an active Secret clearance.
  • 15+ years of experience in program/project management
  • Demonstrated experience managing complex, multi-functional support contracts
  • Experience supporting DoD acquisition processes (DoDI 5000 series)
  • Proven ability to manage cost, schedule, and performance in a Government contracting environment
  • Experience coordinating technical approach and resource requirements with Government stakeholders

Desired:

  • Prior experience supporting NAVWAR, PEO C4I, or similar Navy program offices
  • PMP certification or equivalent program management certification
  • Experience with Navy/DoD tools such as DAMIR, DITPR-DON, SPIDER, CAPS, or similar systems
  • Experience managing teams supporting classified (TS/SCI) environments
  • Familiarity with eCRAFT reporting and financial tracking processes
