Role summary

Celestar Corporation is seeking an experienced Program Manager for an immediate need in Arlington, VA. This role requires an active Top Secret Level Clearance with SCI Access. The Program Manager will oversee project operations, manage cost, schedule, performance, and risks, and facilitate workflow tasks within the NGB/J2 framework. Responsibilities include executing staffing processes, coordinating with workflow managers, providing daily and weekly status reports, managing content systems and dashboards, and serving as the primary interface with the COR. The position also involves managing financial and administrative aspects of the program. Candidates must possess comprehensive mission knowledge, excellent communication skills, and mastery of analytical methodologies. An advanced degree with 12 years of experience or a Bachelor's degree with 17 years of related senior experience is required.

RESPONSIBILITIES

  • Manages project operations to ensure production schedules are met, system resources are utilized effectively, and that proper relationships are established between customers.
  • Responsible for cost, schedule, performance, and risk identification/mitigation on projects, including but not limited to systems, tools, equipment, software, facilities, and other activities. Coordinates resolutions to production-related problems.
  • Execute internal and external staffing processes as defined by the NGB J2 six (6) to eight (8) times daily.
  • Facilitating workflow tasks to respective J2 functional areas and subject matter experts (SMEs).
  • Coordinate with other workflow managers across the NGB JS, to determine appropriate action officers, coordinate extensions, and close actions once approved by the Government.
  • Provide a daily status report of tasks assigned or created within NGB’s task management system to the DJ2, Division Chiefs, NGB J2 Action Officers, and Executive Officer (XO).
  • Monitor and update NGB and NGB J2 content management systems and
  • dashboards.
  • Gather, input data, and produce system-based status reports on NGB J2 performance, personnel status, personnel training, awards, and usage metrics as directed by NGB
  • Provide a status report once a week to NGB J2’s Division Chiefs
  • meeting.
  • Serve as the primary interface and point of contact with the COR.
  • Monitor the overall effort and timeliness of deliverables.
  • Manage and report on the program's financial and administrative aspects weekly to the J2 Director and Deputy Director.

REQUIREMENTS

  • Comprehensive mission knowledge and skills that affirm completion of all developmental training and experiences for the labor category.
  • Excellent oral and written communication skills
  • In-depth knowledge and understanding of the labor category activities required to meet mission requirements.
  • Mastery of qualitative and quantitative analytic methodologies and pursuing developments in academia or other fields that affect tradecraft methodology.
  • Ability to define comprehensive, new, or unique research approaches that enable rigorous assessments to address and contribute to high-level tasks.
  • In-depth analysis of analytic operations and knowledge management issues across organizational and intra-IC boundaries, and clearly articulates key findings.
  • Ability to review analytic products for cogent arguments, tradecraft standards, and adequate support for conclusions; routinely tests the analytic rigor of analytic products.

EDUCATION

  • Master’s Degree in an area related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education, and twelve (12) years of experience
  • OR, Bachelor’s Degree related to the labor category from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional five (5) years of related senior experience, for a total of seventeen (17) years, in lieu of a Master’s Degree.
