Role summary

The City of Jefferson is seeking a Program Manager for the Parks and Recreation Department. This role involves supervising and managing employees, facilities, and programs such as day camps, senior activities, and special events. Key responsibilities include developing employee objectives, managing budgets, ensuring facility and program safety, and coordinating public outreach. The position requires a Bachelor's degree in a related field with four years of experience, including two years in a supervisory or management capacity. A valid driver's license and certifications are also necessary.

## Description

The City of Jefferson is currently accepting applications for a Program Manager for our Parks and Recreation Department. This position supervises and manages employees, facilities, programs which include day camps, senior adult activities and special events while providing quality customer service as efficiently as possible.

## Examples of Duties

Develops employee work objectives; conducts periodic meetings with supervisors; recommends merit pay increases; develops employee, program, and facilities operations manuals; determines certification requirements and secures training for staff.
Supervises general recreation programs, facility operations, and support services which may include day camps and special events; investigates and resolves customer service complaints and proposes improvements; surveys participants and the public to determine needs for programs and support services improvements; evaluates staffing needs to ensure quality service is provided.
Assists the Director with preparation of budget; administers, monitors, and controls the Division's budget to meet the Commission's cost-recovery objectives; oversees timeliness and accuracy of accounts payable and receivable, and commission and committee meeting records; recommends program and facility fees; writes bid specifications; coordinates the requisition and maintenance of the division's equipment and supplies, ensuring the division is operating efficiently within the budget set by the Parks, Recreation & Forestry Commission and City Council.
Inspects facilities, programs and special events; assesses product and department liability and potentially hazardous equipment, materials, and program activities; develops policies ensuring safety of participants and staff utilizing programs and facilities.
Coordinates Commission/Committee meeting preparation and follow-up; provides input and support for layout, design, and content of seasonal program and facility guides, represents department at public commitments, ensuring public awareness of recreation facilities and services of the entire Department; serves as a liaison to affiliate organizations and Commission advisory committees; and assures high levels of customer service and patron satisfaction with central office business procedures.
Recruits and coordinates volunteer efforts; secures grant monies and donations; ensures a positive working relationship with the citizens of Jefferson City.
Researches current trends in general recreation facilities, programs and support services; participates in continuing education and self-improvement in the field of Parks, Recreation & Forestry; attends professional conferences and workshops ensuring up-to-date programs and services are being offered.
*Supervisory:* Responsible for the overall direction, coordination, and evaluation of a department, division, or function. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include supervising direct reports through coaching, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

## Typical Qualifications

*Physical:* Ability to work in extreme weather conditions; lift, carry and transport equipment weighing up to 80 pounds; sit at a computer for extended periods; and participate in various departmental sponsored public/sports events.

*Mental:* Ability to develop and maintain effective working relationships; respond to complaints and manage crisis situations in a calm, professional and expedient manner; prepare and present oral and written reports and presentations; supervise, motivate and evaluate seasonal and part-time personnel; and work in excess of eight hours a day during peak seasons.

## Supplemental Information

Requires a Bachelor's degree in Parks, Recreation and Forestry Administration or closely related field and four years related experience and/or training; or equivalent combination of education and experience required. Must have two years in a supervisory or management capacity. Experience and/or certification in rope challenge courses preferred.
Must have a valid Missouri Drivers' license. Must be able to obtain and maintain Certified Park and Recreation Professional (CPRP) and First Aid/CPR Certification within six months of hire.
