Senior Program Manager
Role summary
Seeking a Senior Program Manager to lead a portfolio of interdependent technology projects, requiring strategic leadership and technical expertise in cloud and integration environments. This highly visible role involves managing multiple Project Managers, overseeing program outcomes, governance, and executive stakeholder alignment. Responsibilities include end-to-end program delivery, budget management, technology procurement compliance, change management, and executive reporting. The ideal candidate has 10+ years in technology project/program management, with at least 5 years in large-scale technology procurement and experience with complex cloud technologies and enterprise solutions.
About the opportunity
This is a senior, highly visible engagement requiring both strategic program leadership and hands-on technical fluency with complex cloud and integration environments.
You will oversee a portfolio of interdependent projects, manage multiple Project Managers, and serve as the primary accountability point for program outcomes, governance, and stakeholder alignment at the executive level.
What you will do
- Lead end-to-end program delivery from inception through to close-out and operational transition, covering cost, risk, schedule, governance, and technical performance
- Direct and manage multidisciplinary project teams including multiple Project Managers, each accountable for distinct program workstreams
- Provide a program-level view of inter-project and external dependencies, with ongoing risk exposure monitoring and executive-level reporting
- Develop complex, multi-channel budgets and manage large technology procurements in compliance with public sector frameworks
- Facilitate stakeholder consultation and consensus building across ministry, enterprise, and vendor communities
- Champion agile and scrum practices across project teams, clients, and stakeholders to drive delivery best practices
- Lead change management strategies to overcome resistance and accelerate organizational adoption
- Provide program updates to senior executives and contribute to benefits realization and business planning
What you bring
- 10+ years in technology project and program management, with at least 5+ years on large-scale technology procurement initiatives
- Demonstrated experience delivering complex cloud technology programs (OpenShift, Cloud Automation Manager, Ansible, or equivalent)
- Hands-on management of enterprise solutions using IBM Portal, WebSphere, DataPower, and Oracle Database
- Proven track record leading multi-jurisdictional, enterprise-wide programs in large organizations
- Experience applying agile and scrum frameworks at the program level
- Strong enterprise architecture awareness, including familiarity with the Zachman Framework and business, information, application, and security architecture domains
- Experience with SOA, identity management, SSO, digital identity, and Java/J2EE application environments
- Exceptional communication, facilitation, negotiation, and executive stakeholder management skills
Nice to have
- Familiarity with Ontario Public Sector architecture approval processes (ACT/ARB) and IT gating
- Knowledge of GSIC support organization and ITSM processes in a public sector context
- Experience with AODA compliance in digital delivery
- Background in human resources, organizational development, or communications
