Role summary

This position serves as the senior manager of a DMV customer service center or facility, responsible for the administration and management of driver safety programs. The role involves overseeing daily operations, ensuring legal compliance, accuracy, and efficiency, and developing and implementing policies and procedures for license issuance, identification, and driver records. Key responsibilities include driving continuous process improvements, managing risk, reviewing internal controls, and promoting program integrity to prevent fraud, waste, and abuse.

JOB SUMMARY

This position is located in the Department of Motor Vehicles (DMV) to be used agency wide. The mission of the DMV is to promote the safe operation of motor vehicles and public safety while providing outstanding customer service. The position serves as the senior manager of a DMV customer service center or facility, with primary responsibility for providing substantive administration and management support work for all driver safety programs

DUTIES AND RESPONSIBILITIES

Manages, monitors, reviews, and evaluates the daily operation and performance of the DSP operations for legal compliance, accuracy, efficiency, and customer service. Develops and implements operational policies, procedures, processes for license issuance, non-driver’s identification, driver records, identifying and eliminating potential duplicate licenses and identification cards, reducing identity fraud, and ensuring compliance with federal regulations.

Responsible for continuous process improvements and cost-effective operations. Develops and implements operational goals and objectives for long and short-term operational improvements. Implements risk management reporting for the Driver Safety programs and assists in formulating risk management plans and initiatives for the administration. Reviews internal control systems for compliance with established procedures and standards. Takes measures to correct deficiencies in productivity, accuracy, and effectiveness. Ensure internal control systems for the protection against fraud, waste, abuse, and mismanagement. Aggressively promotes the integrity of the Driver Safety programs, Administration, and Department.

QUALIFICATIONS AND EDUCATION

Specialized Experience:Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

WORKING CONDITIONS/ENVIRONMENT

The work is performed in an adequately heated, lighted and ventilated non-smoking environment. The work is primarily sedentary in nature.

Duration of Appointment: Management Supervisory Service

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.

Duration of Appointment: Management Supervisory Service “At-Will.” This is a Management Supervisory Service (MSS) appointment. Persons appointed to MSS positions do not acquire permanent status but serve at the pleasure of the appointing personnel authority and may be terminated at any time.

Position Designation: This position is designated as Security Sensitive and therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability.
