Position Overview

DeltaStrac LLC is seeking a highly experienced Program Manager (CONTINGENT) to support the Department of Veterans Affairs (VA) and the Veterans Health Administration (VHA) RISE initiatives. This role provides strategic leadership, coordination, and oversight across complex healthcare programs aligned with VHA modernization priorities.

This position is CONTINGENT upon contract award and requires a seasoned professional capable of operating in a fast-paced, high-visibility federal healthcare environment. The Program Manager will serve in an advisory capacity, supporting program execution while ensuring alignment with VHA governance, implementation frameworks, and stakeholder objectives.

Required Qualifications (MANDATORY)

  • Master’s Degree (REQUIRED) in Healthcare Administration, Business Administration, Public Health, or a related field
  • Project Management Professional (PMP) Certification (REQUIRED) or equivalent certification of similar quality
  • Minimum of 10 years of experience (REQUIRED) in healthcare program management or related areas
  • At least 6 years of experience supporting a large corporation or federal government agency
  • Demonstrated experience managing programs within an integrated healthcare system

Key Responsibilities

  • Lead the planning, initiation, execution, management, and closeout of healthcare programs supporting VHA priorities
  • Provide program-level oversight and coordination across multiple workstreams within the VHA RISE initiative
  • Support the RISE Executive Steering Team by ensuring alignment, accountability, and unified progress across VHACO and VISNs
  • Collaborate with Executive Sponsors, Workstream Leads, and Subject Matter Experts to drive implementation success
  • Oversee implementation sprints, ensuring deliverables remain on schedule, within scope, and aligned with modernization goals
  • Provide strategic advisory support to VA leadership without exercising decision-making authority
  • Ensure integration of cross-functional stakeholders, including Workforce Management, Finance, and Operations
  • Promote change management and communication strategies to ensure consistent messaging and stakeholder engagement
  • Deliver situational awareness, risk mitigation, and proactive solutions in response to evolving program needs
  • Support rapid response efforts and surge requirements for high-priority initiatives
