Role summary

High Country Volunteers seeks a full-time Program Manager to strengthen the community by mobilizing volunteers and supporting vulnerable populations. This role manages the Medicare/SHIP and Tax Assistance programs, overseeing volunteer recruitment, training, and supervision, client services, and program compliance. The ideal candidate has nonprofit experience, enjoys public representation, leverages technology and data, and is passionate about community impact. Responsibilities include annual certifications, client record maintenance, reporting, and direct client counseling/tax preparation. The position requires leadership, strong organizational and communication skills, and comfort with Microsoft Suite, with a four-day work week and a health stipend offered.

High Country Volunteers has an impactful legacy of serving our community for the past 53 years. We are best known for our volunteer placement services in Garfield, Pitkin, and Eagle counties – working with over 1,200 volunteers and 100+ community partners. But our impact has stretched far beyond this. We have been committed to critically evaluating the changing needs of our community and have been resourcefully meeting those needs by harnessing the power of volunteers.

Annually, our volunteers report over 37,000 hours of community service making a financial impact in our community valued at over $1.4 million. Additionally, our Medicare counseling and tax preparation programs serve over 1,000 Garfield County clients annually. Our priority is to continue to increase the number of volunteers, clients, and community organizations we support as we leave a generational impact through volunteerism.

Program Manager

We are seeking a full-time Program Manager who is deeply committed to strengthening our community and mobilizing the collective impact of volunteers while helping our community’s most vulnerable population. This position will manage the Medicare/SHIP (State Health Insurance Assistance Program), Tax Assistance Program and referral services. This role is ideal for someone with experience in the nonprofit sector who enjoys collaborating with volunteers, representing an organization publicly, leveraging technology and data, and making a tangible impact on the community’s success.

Primary Responsibility:

This position will manage High Country Volunteers’ Medicare/SHIP (State Health Insurance Assistance Program), Tax Assistance Program, and referral services. Responsibilities include completing annual certifications for program management, recruiting, training, and supervising volunteers, directly serving clients, helping lead pop up and national “Day of Service” community volunteer events, along with other essential duties.

Essential Duties:

Medicare SHIP (State Health Insurance Assistance) Program

● Complete annual SHIP certification.

● Recruit, train, and manage volunteers to serve as Medicare/SHIP counselors.

● Make presentations and attend tabling events promoting our programs at health fairs, aging events, community groups, senior meals, and anywhere from which potential volunteers may be recruited.

● Maintain client records in state database and ensure program compliance.

● Complete monthly and quarterly program reports.

● Counsel Medicare clients.

Tax Assistance Program

● Complete annual IRS tax preparation certification.

● Recruit, train and manage volunteers to serve as tax preparers.

● Oversee tax program in Glenwood Springs, Rifle, and Battlement Mesa.

● Make presentations and attends tabling events promoting our programs at health fairs, aging events, community groups, senior meals and anywhere from which potential volunteers may be recruited.

● Compile program report data and ensure program compliance.

● Answer calls and schedules tax appointments.

● Prepare and review taxes.

Knowledge, Skills & Abilities:

● Passion for our mission and our community.

● Strong written and oral communication skills.

● Detail-oriented with strong organizational skills.

● Self-starter with the ability to work independently with minimal supervision.

● Friendly, reliable, and conscientious.

● Comfort with Microsoft Suite.

● Leadership and supervisory experience

● Ability to learn CRM database management system for data collection.

● Preferred (but not required) bilingual in Spanish and English.

● Ability to travel within three-county region to represent organization.

● Must have a valid driver’s license and auto insurance.

Qualifications:

Education and experience sufficient for the rigors of the position. For example, a bachelor’s degree from an accredited institution or related experience working with community-based non-profit organizations, volunteers, or older adults that provides the experience necessary to perform the duties and responsibilities of the position.

Employment Classification & Wage Range:

● Full-time hourly (32 hours per week)

● $54,000 annually + $500 monthly health stipend
