Role summary

Insight Human Services seeks a Program Manager for a new adolescent residential substance use treatment program in Marion, NC. This role involves operational oversight, staff supervision, and daily program execution in a 24/7 clinically managed ASAM 3.5 facility. The Program Manager will organize daily programming, including therapeutic groups, academic coordination, and enrichment activities, while ensuring a safe, structured, and therapeutic environment. Key responsibilities include coordinating admissions/discharges, ensuring compliance with regulations, developing staff schedules, and supporting staff training. The ideal candidate is a hands-on, team-oriented leader experienced with adolescents with substance use disorders and residential settings.

Program Manager – Adolescent Residential Substance Use Treatment – Marion, NC

Insight Human Services is seeking a Program Manager to support the launch and day-to-day operations of a clinically managed, medium-intensity ASAM 3.5 residential treatment program for adolescents. This 24/7 program serves youth with substance use disorders through stabilization, skill-building, family engagement, and coordinated recovery planning.

We are looking for a hands-on, team-oriented leader who is energized by building a strong program environment, supporting staff, and maintaining a safe, structured, and therapeutic setting for adolescents with complex needs. This role focuses on operational oversight, staff supervision, and daily program execution, and works closely with the Program Director and clinical team to ensure consistent, high-quality care.

The Program Manager plays a critical role in organizing daily programming, including therapeutic group scheduling, academic coordination, and enrichment activities.

Minimum Qualifications (QP Requirements)

  • Meets Qualified Professional (QP) criteria - Bachelor’s degree in a human services field and at least 2 years experience with the population served
  • Or Bachelor’s degree in a non human services field and at least 4 years experience with the population served
  • Experience working with adolescents with substance use or co-occurring disorders for a minimum of 1 year
  • Strong organizational, communication, and crisis management skills
  • Ability to manage competing priorities in a fast-paced environment

Preferred Qualifications

  • Master’s degree in a human services field (e.g., social work, counseling, psychology) and at least 1 year of documented experience with the population served (adolescents with substance use disorders and/or co-occurring mental health conditions)
  • Experience managing staff in a residential or 24-hour setting preferred
  • Experience in residential behavioral health program
  • Familiarity with ASAM Criteria and Level 3.0 or higher
  • Experience with scheduling, milieu management, and operations

Key Responsibilities

  • Provide general oversight of the program as delegated by the Program Director
  • Coordinate daily schedules including therapeutic groups, education, enrichment activities including recreation, money management, and nutrition education
  • Ensure a structured, safe, and therapeutic environment
  • Support academic coordination with schools and stakeholders
  • Support and coordinate admissions, discharges, and transitions of care in collaboration with the Program Director and licensed clinical staff, ensuring all required processes, documentation, and communication are completed
  • Ensure compliance with NC Medicaid Clinical Coverage Policy 8D-5 and ASAM 3.5
  • Maintain program quality, performance, and satisfaction standards
  • Develop staff schedules and ensure 24/7 coverage
  • Support staff training, onboarding, and supervision
  • Monitor documentation and incident reporting
  • Participate in team meetings and quality improvement
  • Coordinate with families, DSS, DJJ, and community partners

Program Oversight and Availability

  • · Ensure consistent implementation of program structure across all shifts
  • · Maintain operational readiness at all times
  • · Available on a rotating basis for 24/7 emergency oversight (in person, telehealth, or phone)
  • · Ensure coverage by Program Director when not available
