Role summary

The Program Manager will oversee multiple projects, combining technical oversight, strategic planning, process development, KPI creation and measurement, and risk assessment. This role acts as a liaison between project execution and organizational strategy, engaging in high-level negotiations and technical discussions. Responsibilities include developing and implementing strategies, creating KPIs for staff performance, evaluating project efficiency, coordinating resources, providing technical direction to engineering teams (including GIS integration), managing budgets, and ensuring compliance with industry standards. The ideal candidate will have a strong understanding of outside plant engineering, telecommunications regulations, and proficiency in project management and data visualization tools.

Job Description
Program managers have a multifaceted role that combines technical oversight, strategic planning, process development, KPI creation and measurement, and risk assessment across multiple projects. They serve as a bridge between project execution and organizational strategy, often having a broader interaction with various teams across projects and may be involved in higher-level negotiations and technical discussions. Projects will include a combination of engineering-only projects, and engineering on full turnkey projects.
Responsibilities

  • Develop and implement process and execution strategies to meet project objectives.
  • Create KPI’s to evaluate staff performance and ensure excellence and adherence to specified deadlines.
  • Evaluate each project’s efficiency and effectiveness by consulting with clients, construction, leadership, and staff and then translate them into actionable project plans.
  • Coordinate between different projects to optimize resource allocation and prevent conflicts.
  • Standardize performance tracking tools and processes to ensure consistency across programs
  • Provide technical direction and oversight to engineering teams. (including but not limited to GIS integration and Project Tracking adherence)
  • Ensure that technical requirements are met and that solutions are scalable and efficient.
  • Work closely with engineers to troubleshoot and resolve technical issues.
  • Identify opportunities for innovation and improvement
  • Oversee financial aspects of programs, including budget template preparation and consistent communication with team to ensure projects stay within budget.
  • Create and maintain dashboards, reports, and executive summaries to communicate progress, risks, and variances.
  • Ensure that all projects comply with industry standards, regulations, and best practices.
  • Work with quality assurance teams to implement testing and monitoring mechanisms.

Requirements

  • Strong working understanding of outside plant engineering and construction.
  • Knowledge of NESC code, GO95, and JPA as it relates to telecommunications rules and regulations.
  • Knowledge of the permitting deliverables for jurisdictions and pole owners.
  • Advanced proficiency in project management tools (MS Project, Primavera, Smartsheet, Asana, Sitetracker, or similar) and data visualization tools (e.g., Tableau, Power BI)
  • Strong analytical, organizational, and problem-solving skills with the ability to multi-task and be highly responsive to internal and external clients
  • Self-starter with strong organizational skills and attention to detail; ability to work well under pressure.
  • Proven ability to manage complex, cross-functional programs with multiple stakeholder
