Role summary

The Department of Licensing and Consumer Protection (DLCP), Office of Enforcement is seeking a Program Manager for its Consumer Protection Unit. This role is responsible for overseeing the investigation and enforcement of non-compliant business activities, including licensing, vending, special events, and weights and measures. The Program Manager will plan, organize, and supervise program operations, develop new programs, resolve issues, and implement policies and procedures. Key responsibilities include managing grant applications and funded projects, ensuring adherence to District laws, and maintaining effective program operations. This is an onsite, full-time position requiring at least one year of specialized experience.

This position is in the Department of Licensing and Consumer Protection (DLCP), Office of Enforcement. The Office of Enforcement is responsible for the investigation and enforcement of non-compliant business activities, including licensing, vending and special events, and weights and measures. The DLCP protects the economic interests of residents, businesses, and visitors in the district by licensing and regulating businesses and enforcing the Consumer Protection Procedures Act. In addition, DCLP issues business licenses, occupational and professional licenses and special events permits and vending licenses; registers corporations and inspects weighing and measuring devices used for monetary profit. The incumbent in this role serves as the program manager for the Office of Enforcement (Office), Consumer Protection Unit with responsibility for adhering to all District laws related to business and professional licensing, corporations, consumer protection, weights, and measures, vending and special events.

Duties and Responsibilities

Plans, organizes, and supervises the operation of a program(s) and its activities in accordance with the mission and goals of an agency; develops new programs to support the strategic direction of the agency; advises and consults with administration/division managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures of the program.

Develops, implements, and maintains procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of a program(s); coordinates work activities of the program to prevent delays in required actions or to improve programs or services; assists in the identification, development, and implementation of departmental goals, objectives, policies, and priorities; assists in the determination of resource allocation and levels of service according to established policies; plans and writes grant applications and manages grant-funded projects.

Qualifications and Education

Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Work is usually in a controlled environment and involves some exposure to moderate risk of accidents and requires following basic safety precautions.

Tour of Duty: Monday- Friday 8:15 AM- 4:45 PM

Pay Plan, Series, and Grade: MSS-0340-13

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Promotion Potential: No known promotion potential.

Collective Bargaining Unit (Union): This position is not covered under a collective bargaining unit.

Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive.
