Role summary
Project Hope Alliance is seeking a Program Manager to lead and evaluate initiatives aimed at ending childhood homelessness. This leadership role involves planning, implementing, and refining program operations, ensuring efficient delivery and accurate measurement of outcomes. The Program Manager will coach and supervise program staff, manage budgets, monitor results, and collaborate with diverse stakeholders including youth, caregivers, and community partners. Key responsibilities include developing program structures, facilitating workshops, leading recruitment and team development, managing budgets, and utilizing data for program improvement. The ideal candidate will have a strong background in human services, program management, and crisis intervention, with a minimum of 2-4 years in a leadership capacity.

Overview:
The Program Manager at Project Hope Alliance is a vital leadership position responsible for planning, implementing, and evaluating programs and initiatives that align with PHA’s mission. In partnership with the Director of Programs, the Program Manager ensures that PHA programming is structured thoughtfully, delivered efficiently, and measured with accuracy. This role is instrumental in coaching and supervision within the program, managing budgets, monitoring outcomes, and coordinating/collaborating with stakeholders ranging from youth, caregivers, community partners, and internal team members. A strong candidate will demonstrate strength and experience in the following key areas:
· Strong coaching and mentorship experience leading others, including clarifying priorities and expectations, managing difficult conversations, and empowering others to operate with accountability and purpose.
· Deep understanding of Orange County systems of care to provide knowledge and expertise to others.
· Strong willingness to take initiative and comfort with working independently while taking ownership of projects.
· Proven capability in de-escalation strategies and safety planning, proficiency in navigating crises and ambiguity, and guiding others through difficult situations.
· Experienced in facilitating workshops, meetings, and collaborative sessions with knowledge of guiding others toward actionable decisions.
Key Responsibilities:
*Program Planning and Management*
· Develop and refine program operations as they relate to program goals, workflows, policies and procedures to enhance the program manual, ensure accountability, and incorporate best practices.
· Continuous evaluation, revision, and/or creation of workshops and training that elevates the service delivery for youth, families, and the program team.
· Monitor the program’s overall caseloads, program outcomes, and implement improvements as needed.
*Supervision & Leadership:*
· Lead recruitment, onboarding, and training of program team members in efforts to increase retention, ensuring they are well-trained and motivated to deliver high-quality support services to youth experiencing homelessness.
· Foster a positive and collaborative team environment to maximize efficiency and effectiveness in meeting program expectations.
· Lead, motivate, and evaluate staff to ensure program quality, including goal setting and performance reviews.
· Provide guidance, coaching, feedback, and professional development opportunities for the program team to help achieve program objectives and excel in their roles, maintaining accountability and carrying out disciplinary action to those under their supervision as needed.
· Schedule and facilitate team meetings and weekly individual (1:1) consultations/supervisions with team members.
· Provide crisis intervention, as needed, to support the operations of the Program.
· Provide after-hours on-call support for emergency situations as needed.
*Collaboration and Stakeholder Engagement:*
· Collaborate with community-based organizations to explore and expand resources that can be provided to youth and families.
· Lead and coordinate program efforts to ensure a team-driven approach involving youth, caregivers, community, and educational partners working collaboratively to develop, implement, and provide quality services.
· Support Development Team’s efforts to build community and resources for PHA and strengthen philanthropic relationships.
*Resource Allocation:*
· Develop and manage program budgets and allocate resources effectively to meet the needs of youth experiencing homelessness and their families.
· Operate within established budgets and manage program expenses.
*Data Management and Reporting:*
· Review reports and data to ensure program objectives, deliverables, and expectations are met.
· Collaborate with the Manager of Program Impact to define, implement, and maintain data collection and tracking tools to ensure high data quality.
· Use data-driven insights to make informed decisions and improvements in program services.
Qualifications, Skills, and Experience*:*
· Bachelor’s degree in Social Work, Education, Human Services, Psychology, or a related field required (Master's degree preferred).
· Minimum of 6-8 years of experience in human services, related to case management highly desired.
· Previous experience with developing new programs, revamping existing programming, and implementing structure and guides within programs highly preferred.
· Previous experience in program management, case management, social work, or education, with a minimum of 2-4 years in a leadership role with demonstrated progressive leadership and development.
· Ability to handle crisis situations effectively and calmly with availability to respond after hours in a timely manner.
· Excellent interpersonal and communication skills to work with diverse stakeholders.
· Display and model PHA’s values by approaching projects, activities, and other job functions with professionalism and a positive attitude.
· Proficient in data collection and analysis, with the ability to use data to drive program improvements.
· Experience working with databases, specifically Salesforce, is a plus.
· Knowledge of relevant laws, regulations, and best practices related to homelessness support services and case management.
· Strong written and oral communication skills; must be comfortable speaking and presenting in public.
· Ability to work under pressure, manage and meet deadlines.
· Effectively makes sound and timely decisions while exhibiting independence, decisiveness, and responsibility.
· Ability to be flexible to accommodate any immediate youth, program, and/or organizational needs of PHA.
· Access to a car with current California driver’s license and automobile insurance required.
· Bilingual preferred, not required.
Physical Requirements:
This is largely a sedentary position that requires the ability to speak, hear, and see, and to lift small objects up to 20 lbs. This position requires the ability to travel locally and/or regionally.
