POSITION SUMMARY
The Program Manager – Fiber Distribution is responsible for overseeing the planning, execution, and delivery of fiber optic distribution maintenance, upgrade, and rehabilitation programs across multiple project sites in the Southeastern United States. This role serves as the primary point of accountability for program performance, ensuring all work is completed safely, on schedule, within budget, and in accordance with client specifications and industry standards.
The Program Manager will coordinate cross-functional teams, manage subcontractor relationships, drive continuous improvement initiatives, and serve as the key liaison between Dynetek Solutions leadership, field operations, and the client.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Program Planning and Execution
- Lead the overall planning, scheduling, and execution of fiber distribution maintenance and upgrade programs from initiation through completion.
- Develop and maintain comprehensive program plans, including scope, schedule, budget, resource allocation, and risk mitigation strategies.
- Monitor program milestones and deliverables, proactively identifying and resolving issues that may impact timelines or quality.
- Coordinate with engineering, construction, and field operations teams to ensure seamless project delivery.
Team Leadership and Resource Management
- Directly supervise and mentor project managers, coordinators, and field supervisors assigned to the fiber distribution program.
- Manage workforce planning, including crew scheduling, labor forecasting, and subcontractor coordination.
- Foster a culture of accountability, safety, and continuous improvement across all program teams.
- Conduct regular performance reviews and provide coaching to develop team capabilities.
Financial and Budget Management
- Develop and manage program budgets, tracking costs against approved baselines and identifying variances.
- Review and approve project estimates, change orders, purchase orders, and invoices.
- Prepare and present financial forecasts and progress reports to senior leadership and clients.
- Identify opportunities for cost savings and operational efficiencies without compromising quality or safety.
Client and Stakeholder Management
- Serve as the primary point of contact for client representatives regarding program status, deliverables, and issue resolution.
- Build and maintain strong relationships with clients, utility owners, municipalities, and regulatory agencies.
- Participate in client meetings, progress reviews, and contract negotiations as needed.
- Ensure all work meets or exceeds client expectations and contractual requirements.
Safety and Compliance
- Champion Dynetek Solutions’ safety-first culture by ensuring all program activities comply with OSHA regulations, company safety policies, and client-specific requirements.
- Conduct regular safety audits, job site inspections, and toolbox talks.
- Investigate incidents and near-misses, implementing corrective actions and lessons learned.
- Ensure compliance with all applicable federal, state, and local regulations, including DOT, NESC, and NEC standards.
Quality Assurance and Technical Oversight
- Establish and enforce quality control processes for fiber optic splicing, testing, documentation, and as-built deliverables.
- Review OTDR test results, splice loss budgets, and inspection reports to ensure compliance with industry standards.
- Oversee the maintenance, upgrade, and rehabilitation of fiber distribution networks, including aerial and underground plant.
- Stay current with emerging fiber optic technologies, tools, and best practices to drive innovation within the program.
REQUIRED QUALIFICATIONS
- Bachelor’s degree in Construction Management, Engineering, Telecommunications, Business Administration, or a related field — or equivalent combination of education and experience.
- Minimum of 7 years of progressive experience in telecommunications or utility construction, with at least 3 years in a program or senior project management role.
- Demonstrated experience managing fiber optic distribution maintenance, upgrade, or construction programs.
- Strong understanding of fiber optic infrastructure, including splicing techniques, OTDR testing, loss budgets, and documentation standards.
- Experience with aerial and underground fiber plant construction, maintenance, and rehabilitation.
- Proven track record of managing budgets of $5M+ and leading cross-functional teams of 20+ personnel.
- Working knowledge of OSHA safety regulations, NESC, NEC, and DOT requirements.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Project) and project management software.
- Valid driver’s license with a clean driving record; ability to travel throughout the Southeastern US (up to 50%).
PREFERRED QUALIFICATIONS
- Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
- OSHA 30-Hour Construction Safety certification.
- Experience working with major utility clients in the Southeastern United States.
- Familiarity with GIS mapping systems, fiber management databases, and work order management platforms.
- Experience with horizontal directional drilling (HDD) operations for fiber placement.
- Bilingual (English/Spanish) is a plus.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
- Ability to work in outdoor environments in varying weather conditions, including heat, cold, and rain.
- Must be able to traverse uneven terrain, construction sites, and rights-of-way on foot.
- Ability to lift, carry, and move materials and equipment up to 50 pounds as needed.
- Extended periods of sitting, standing, and driving required.
- Willingness to work irregular hours, including nights, weekends, and holidays during outages or emergency response events.
- Travel throughout the Southeastern United States is required (up to 50%).
