The position involves building secure, scalable digital products supporting critical programs.

POSITION SUMMARY
World Services LLC, an IT engineering, solutions, and management consulting firm, is seeking an experienced Program Manager to support USCIS mission systems under the Immigration and Nationality Act (INA). This role supports the Immigration Records and Identity Services Directorate (IRIS), Verification Division (VER), and Field Operations Directorate (FOD), focusing on modernization, operational efficiency, and secure immigration data management.
The Program Manager provides overall authority and accountability for contract execution, while also maintaining hands-on leadership across Agile delivery, business process improvement, data-driven decision making, and operational readiness. This role ensures alignment across USCIS, DHS, and partner agencies while delivering measurable, compliant, and mission-aligned outcomes.

KEY DUTIES AND RESPONSIBILITIES
Program Execution & Governance
- Lead program execution including planning, delivery, and performance monitori
- Develop and maintain program roadmaps, implementation plans, and governance artifacts
- Enforce risk management, escalation protocols, and audit-ready documentation
Agile Implementation & Delivery
- Lead Agile adoption, including sprint planning, retrospectives, and backlog management
- Maintain Agile artifacts such as sprint logs, risk logs, and performance metrics
- Provide Agile coaching and facilitate cross-functional collaboration
Data Analytics & Performance Metrics
- Define and track KPIs aligned to USCIS mission outcomes
- Support development of dashboards and reporting tools (e.g., Tableau, Power BI)
- Enable data-driven decision making and ROI analysis
Business Process Improvement
- Lead process reengineering and organizational impact assessments
- Implement Lean and Agile frameworks to improve efficiency and outcomes
Operational Readiness & Deployment
- Oversee deployment readiness, UAT, and phased rollout strategies
- Support alpha/beta testing and post-deployment evaluations
Technology Integration
- Provide strategic input on IT modernization, system integration, and emerging technologies
- Support alignment with DHS systems and immigration data platforms
Strategic Communications & Change Management
- Lead communication strategies and stakeholder engagement initiatives
- Support organizational change management using frameworks such as Prosci and SAFe
- Ensure compliance with 508 and Plain Language requirements

REQUIRED QUALIFICATIONS
- 10+ years of program management experience in federal environments
- Experience supporting DHS/USCIS programs and immigration systems
- Strong experience with Agile methodologies and frameworks
- Demonstrated experience with data analytics, KPI tracking, and performance reporting
- Proven leadership in governance, risk management, and executive communication
- PMP, PgMP, or equivalent certification
- Public Trust clearance or ability to obtain
PREFERRED QUALIFICATIONS
- Experience with IRIS, VER, FOD, SAVE, or E-Verify systems
- Agile certifications (CSM, CSPO, SAFe)
- Experience with Tableau, Power BI, or similar analytics tools
- Experience with federal IT modernization initiatives
EDUCATION
· Bachelor’s degree required
· Master’s degree preferred
